Abstract: This article examines the devolution process in Wales, with a focus upon the concepts of jurisdiction and sovereignty. It considers the development of a legal personality for Wales, distinct from that of England and Wales. It discusses the way in which the interplay between the doctrine of Parliamentary sovereignty and the unified nature of the legal system of England and Wales has constrained constitutional dialogue.
