Similarly, the number of terrorism-related criminal offences which target different forms of (online and offline) preparatory activities has increased significantly in recent years. This chapter examines the resultant tension between, on the one hand, the desire to increase security against terrorism by facilitating early intervention and, on the other hand, rule of law values and human rights. |
