Abstract: This case study illustrates the changes to practice that are possible for awarding contracts below theEU thresholds. The purpose of the intervention undertaken with Carmarthenshire County Council wasto test the new Simplified Open Procedure, a procedure developed and designed by the Winning inTendering project to advertise contracts between £5,000 and £50,000 with reduced transaction andopportunity costs, it was first developed in conjunction with Carmarthenshire County Council and isdescribed in this Case Study.
