Abstract: This book explores the emerging area of the human rights impacts of drug control. Beginning with a legal historical review of the evolution of international drug control law since 1909, it goes on to examine various human rights abuses occurring in the name of drug enforcement and suppression worldwide. Moving into questions of treaty interpretation, it addresses the complementarities, conflicts and tensions that exist between the international drug control and human rights treaty regimes, and proposes the development of a dynamic, human rights-based interpretative approach to resolve these tensions and conflicts in a manner that safeguards human rights.
