Abstract: Over the past two decades, Welsh Innovation Policy has been a key focus of public policy debate, as the Welsh Government seeks to develop a forward-looking Innovation Strategy (Salvador and Harding, 2006). The current work examines how innovation culture aligns with government policy across all sectors within the Welsh Government's remit. It also investigates how the co-production approach, which includes input from written submissions, public events, and stakeholder fora, can inform the development and implementation of innovation policies (Stringer, 2013).The study draws on themes from both academic literature and the ongoing consultation process to explore the level of stakeholder alignment and identify actions to strengthen conditions for innovation in Wales. Importantly, this work takes place within the unique policy context of the Wellbeing of Future Generations (Wales) Act 2015, which aligns Wales' innovation aspirations with the United Nations Sustainable Development Goals (Mazzucato and Li, 2018). This research is part of a larger, long-term study aimed at refining and delivering Wales' Innovation Strategy, offering valuable insights into how policy can shape innovation culture and promote sustainable growth in the region (Moussa et al., 2018).
