Abstract: This article compares the legal powers that are available to combat the misuse of off-road vehicles in urban and rural settings. Whilst in urban settings there is a comprehensive framework of road traffic legislation and anti-social behaviour interventions, the powers that are available in rural settings are less effective notwithstanding the fact that the misuse of off-road vehicles poses a threat to the natural environment.
