Abstract: The precise processes through which frontline criminal justice practitioners such as probation officers and youth justice practitioners deliver interventions and other services to offenders have received insufficient empirical attention. This creates a gap in knowledge and poses several implications. With limited empirical insights, it is difficult to establish whether practitioners employ evidence-based skills and practices. It is also difficult to ascertain the impact of service delivery on outcomes. This paper seeks to address the gap in knowledge. To this end, it will present the findings that are emerging from ongoing evaluations of some criminal justice services in Wales. The Swansea Service Evaluation Team (SSET) which is based in Swansea University) is conducting the evaluations. The paper will also critically analyse the evaluation instrument SSET has employed for the initial evaluations.Dr Pamela Ugwudike
