It is also difficult to ascertain the impact of service delivery on outcomes. This paper seeks to address the gap in knowledge. To this end, it will present the findings that are emerging from ongoing evaluations of some criminal justice services in Wales. The Swansea Service Evaluation Team (SSET) which is based in Swansea University) is conducting the evaluations.
