Based on a critical review of relevant digital inclusivity literature as well as ethnographic studies, this paper evaluates the measures and strategies adopted by the UK government in eliminating digital inequality in the 21st Century. The paper analyses relevant policies concerning digital inclusivity at both macro and micro levels in the UK, and offers an assessment of the opportunities of and challenges to building to digitally inclusive society in China. The paper aims to provides reference to policy makers in promoting digital inclusivity in China based on a case study of the related measures in the UK.通过分析结合英国近年来数字共融文献， 以及实地的人文学考察， 分析英国政府在消除数字不平等所采取的举措，从英国政府数字共融战略的宏观政策和微观实践两方面， 来考量在构建数字共融社会中政府面临的机遇和挑战，希望对英国的案例分析，为中国在相关数字政策的制定和实 施层面有所借鉴。 |
